Ed is a Director in the Levelling Up Group, based in DLUHC’s Leeds office.

He rejoined the civil service in February 2023, from Wellcome, where he was Director of Strategy. Ed led Wellcome’s strategy review and organisational restructure, focusing Wellcome on supporting science to solve the urgent health challenges of infectious disease, mental health and the impact of climate change on health. He developed new global policy and strategic partnerships functions, and sponsored Wellcome’s new mental health research and equity, diversity and inclusion programmes.

Prior to Wellcome, Ed worked in a number of Whitehall social and financial policy departments, including HM Treasury’s financial stability team during the 2008-09 financial crisis. In 2011 he launched the UK’s first arts crowdfunding website, and in 2013 was seconded to Nesta.

He was most recently at 10 Downing Street as Deputy Principal Private Secretary to the Prime Minister, leading on public services.
